  IRB Introduction

Research which involves human subjects must be conducted in accordance with Federal, State and Departmental laws, regulations and policies.  Institutional Review Boards (IRBs) have been established to review and monitor research conducted by and/or at the offices and facilities of the N.Y. State Department of Mental Hygiene (DMH): Office of Mental Health (OMH), Office for People with Developmental Disabilities (OPWDD), and the Office of Alcoholism and Substance Abuse Services (OASAS), and the Research Foundation for Mental Hygiene, Inc. (RFMH).

IRBs are charged with the responsibility to help ensure that the rights and welfare of subjects of research are protected.

Research conducted by DMH/RFMH will be conducted in accordance with the ethical principles of Justice, Beneficence and Respect for Persons as outlined in the Belmont Report.   All persons involved in the review and conduct of research involving human subjects, including investigators, IRB members and staff and institutional officials are required to complete training as described in this manual.

While most of the manual applies to all IRBs, there are some sections that apply only to a single agency.  These sections have been clearly marked in the text.

As amendments become necessary, IRB chairpersons will be notified via e-mail and the manual will be updated on the website.  All IRBs are encouraged to submit suggestions for additional topics that should be covered and for revisions or clarifications of existing sections of the manual. Contributions which have already been made to the manual by IRBs are greatly appreciated.
